Due to the retirement of the current long standing post holder, Rochdale Borough Council are delighted to be able to offer an exciting opportunity as the Head of Revenues and Benefits. This is the Council’s lead officer for the work functions including Housing Benefit, Local Council Tax Support, Council Tax, Business Rates, Corporate Debt recovery, Adult Social Care Financial Assessments, Financial Processing (accounts payable), Blue Badges, Free School Meals and corporate incoming payment processing.

 

The revenues and benefits service is a public-facing service and it’s extremely important that the service functions effectively and efficiently at all times ensuring compliance with Government statutory requirements, good practice guidance and Council policies, to provide an excellent service to the Borough’s residents. It’s the post holder’s responsibility to ensure this happens.

 

Council tax and business rates forms a major part of the Council’s overall revenue budget and it’s the post holder’s responsibility to ensure that income and budget targets are achieved. Rochdale is amongst one of the most deprived Borough’s nationally, with 23% of households receiving council tax support, so collection is challenging, but attainable.

 

Revenues and benefits is experiencing an unprecedented period of change, with welfare reform, council tax, business rates and blue badges, whilst continually looking to deliver more and better with less resource, contributing to the Council’s savings targets. There is a need to oversee staff performance, maximise the use of existing technologies, look for technological innovations and advances and explore outsourcing/sharing opportunities.

 

This is an exciting and challenging opportunity, leading and managing around 100 staff to deliver a well-established excellent revenues and benefits service at Rochdale Borough Council.
