We have an exciting opportunity for an experienced Team Leader in the Council Tax Team within the Revenues and Benefits Service at Rochdale Borough Council. We are looking for a suitably experienced candidate who has experience in working in a fast paced challenging public sector Revenues and Benefits environment.
We are looking for an experienced, conscientious, enthusiastic and motivated individual to lead a team of officers dealing with the billing and collection of council tax. The successful candidate will need to have a commitment to high performance and quality, detailed knowledge of council tax legislation and intimate knowledge of the Capita computer system.
You will deal will the full range of council tax billing and collection work and communicate at all levels within the council, with elected members, outside agencies and members of the public by phone and in writing and will deliver a high standard of service at all times to residents of the borough maximising income collection for the council.
The successful candidate will have the ability to:
• Lead a team of officers responsible for administering the full range of council tax billing,
liability and recovery work in line with the performance management framework.
• Ensure liabilities, discounts and exemptions for council tax are processed accurately and
within time limits.
• Handle correspondence and contacts from customers and elected members relating to
complex and contentious issues and obtain relevant information to enable accurate billing
and recovery of council tax in line with data protection legislation.
• Hold a mature and understanding approach, with the ability to be sympathetic but firm when
necessary and tactful when dealing with difficult customers and staffing issues.
• Have an in depth knowledge of council tax legislation and give advice and guidance as
necessary.
• Keep up to date with the Capita computer system used in the billing, collection and
recovery of council tax and the implications of any change.
• Prepare and circulate a billing and recovery posting schedule and court hearing timetable
each year so reminders, final notices and summonses are issued promptly and court
sessions are adequately resourced.
• Prepare and present summons cases and committal cases at Magistrates Court and
appeal cases at Valuation Tribunal hearings.
• Prepare and analyse performance and other reports for senior management.
• Ensure data is recorded accurately onto the council tax systems and analyse management
information arising from the performance management framework and use this to drive
continuous improvement at individual and team level.
• Train staff to be able to carry out their duties effectively and keep them up to date with any
changes.
• Ensure the correct processes and procedures are in place and are followed for maximising
collection and recovery, ensuring accuracy and processing within time limits.
• Maintain performance in order to meet local and national targets.
• Liaise with the Benefit Team regarding Council Tax Support and the effect this has on the
council tax account.
• The ability to work in fast paced changing environment.

ARMED FORCES INTERVIEW SCHEME
Rochdale Borough Council has Member approval to implement a proposal to guarantee an interview from ex-service personnel applicants where they meet certain qualifying criteria.
The aim of this proposal is to deliver the Council’s commitment to further ‘the Armed Forces Community Covenant’ to ensure that ex-armed forces personnel are not disadvantaged, when applying for job vacancies, as a result of their service.
Ex-service personnel will be guaranteed an interview under the Scheme where they meet the following conditions:
They must meet the essential criteria for the post set out within the Person Specification.
The armed forces must be their last known long term employer.
They have been looking for a job for between 6-24 months since they left the Armed Forces.
