Reporting to a Director of Children’s Service, the position will have significant responsibility for one of the key themes of the Children’s programme across Greater Manchester. The post holder will be responsible for the development and implementation of the complex safeguarding programme, as part of the Greater Manchester devolution programme.

 

All ten Councils have agreed to engage in this exciting and innovative programme. The role will involve working successfully at a strategic level with every Council, Greater Manchester Police, the Combined Authority, schools and education leads across the area, various NHS organisations, the 3rd sector and parts of central government.

 

The successful candidate will assume key parts of the former Phoenix programme manager role, to continue developing innovative and successful approached to tackling CSE in Greater Manchester. A key part of the role will be responsible for developing the programme that will deliver a hub and spoke approach to complex safeguarding, alongside partners who are responsible for the similarly innovative multi – agency Programme Challenger that leads the challenge against organised crime in the area.

 

Many aspects of the broader Children’s plan are in the development phase as are the governance arrangements. Whilst this is an inevitable part of such a transformational approach to improving services to children and families, it may result in some changes as programmes develop. The post holder will be part of influencing, informing and supporting those changes. This area of work is of significant interest regionally and nationally. The post holder will be required to work flexibly, efficiently and creatively in developing this challenging and innovative programme that will transform how vulnerable people are supported and protected.

 

If you are a self starter have substantial knowledge and experience, at a senior level, of aspects of complex safeguarding and how these can be effectively addressed, why not consider this role?   It would be particularly helpful if you have a good understanding of the issues and implications of devolution and cross organisational working, in addition to experience of successfully managing performance and change projects, preparing funding bids and working with politicians.

ARMED FORCES INTERVIEW SCHEME

 

Rochdale Borough Council has  Member approval to implement a proposal to guarantee an interview from ex-service personnel applicants where they meet certain qualifying criteria.

The aim of this proposal is to deliver the Council’s commitment to further ‘the Armed Forces Community Covenant’ to ensure that ex-armed forces personnel are not disadvantaged, when applying for job vacancies, as a result of their service. 

 

Ex-service personnel will be guaranteed an interview under the Scheme where they meet the following conditions:

 

They must meet the essential criteria for the post set out within the Person Specification.

 

The armed forces must be their last known long term employer. 

They have been looking for a job for between 6-24 months since they left the Armed Forces.
